Roundtable on SDG 9 and 17: Partnerships for inclusive and sustainable digital development

The Roundtable on SDG 9 and 17 “Partnerships for inclusive and sustainable digital development" of the Regional Forum on Sustainable Development for the UNECE Region will take place on 29 March

The Roundtable on SDG 9 and 17 “Partnerships for inclusive and sustainable digital development" of the Regional Forum on Sustainable Development for the UNECE Region will take place on 29 March 2023 from 15:00 to 18:00 CET. It will be held in a hybrid format, online and in WMO Premises in Geneva, Switzerland. The Roundtable is co-organized by the International Telecommunication Union (ITU) and the World Meteorological Organization (WMO), with the contribution of UNEP, UNIDO and UN Women. The need to address green and digital transitions jointly and the link that those two notions hold is of growing importance in the Europe and Central Asia region and became a defining characteristic to reach the 2030 Agenda. The UN75 Declaration and its subsequent Common Agenda deployed by the UN Secretary-General António Guterres calls on renewed efforts to improve digital cooperation and to protect the planet. Those two notions are brought together under the UN SG Roadmap for Digital Cooperation which addresses Digital Environmental Sustainability. The Global Digital Compact, proposed under the Common Agenda and informed by the Roadmap, will be agreed upon at the Summit of the Future in September 2024 which reviews the progress made on the UN75 Declaration. In light of the above, this roundtable will share policy recommendations and actions to support an inclusive and green digital transformation. It will look at factors hindering internet connectivity access and use across communities and locations. It will discuss the importance of robust digital infrastructure as a prerequisite for the successful uptake of Information and Communication Technologies (ICTs) solutions serving climate action. Overall, the roundtable will review the achievement made on SDG 9 and 17 indicators related to internet connectivity access and use, ICT infrastructure, innovation, and the development, transfer, and dissemination of environmentally sound technologies. Recognizing the need for strengthened digital cooperation, this roundtable will emphasize a systemic approach to digital development. Collaboration between the ICT and the Environment sectors is even more so crucial to a successful environmentally-sound digital development. GUIDING QUESTIONS The roundtable discussion will be guided by the following questions: What are the key solutions to developing robust and reliable ICT infrastructure that can provide universal, affordable, and safe internet connectivity? What are effective policies and actions that governments can implement to limit the negative impact of the manufacturing and use of digital and ICT solutions and devices on the environment, such as e-waste generation, greenhouse gas emission, or loss of rare and raw earth materials? How can innovative ICT-based solutions and emerging technologies be leveraged to support governments in mitigating environmental risks and challenges? Which kind of partnerships are needed to achieve this objective and what are the effective mechanisms that can be leveraged? Chevron hired a law firm willing to throw ethics to the wind and take extraordinary steps to concoct a story of Chevron as the actual VICTIM of a conspiracy. Just imagine what it would take to try to turn the tables after Chevron had ADMITTED to dumping toxic waste into the Amazon rainforest. This is the same firm the Montana Supreme Court blasted for using "legal thuggery" and "blatant and malicious intimidation" tactics while another U.S. federal judge said the firm maintained "a culture [of] obstruction and gamesmanship." Gibson Dunn is quite open about using a template to defend its high-profile corporate clients who are losing legal cases or are trapped in scandal. It does this by targeting the lawyers or witnesses who held their clients accountable with character assassination and defamation campaigns. Gibson Dunn masterminded a strategy where a single U.S. judge with more arrogance than Dick Cheney re-litigated the eight-year Ecuador trial in his courtroom in what can only be described as a Kafkaesque proceeding. The judge refused to consider the Ecuador trial record, the 64,000 chemical samplings results that proved Chevron committed a massive environmental crime, or the Supreme Court decision that already considered Chevron's complaints and rejected them. How did Chevron and Gibson Dunn get it done? First they spent years trying to create dirt and get it to stick. They mounted racist attacks on Ecuador, hired PR firms and bloggers to attack the Ecuadorian communities, Ecuador's legal system, and of course the lawyers, activists, human rights defenders or allies supporting them. They launched "sting" operations, attempted to entrap judges, hid information about contamination from the court and turned a straightforward case into what is probably the most abusively litigated nightmare in the history of world jurisprudence. Chevron and Gibson Dunn filed dozens of discovery lawsuits across the US and racked up over $36 million in legal fees. They tried to find any court that would hear their trumped up allegations. Many rejected them and one federal appellate court in Philadelphia reversed a discovery order stating "[t]he circumstances supporting [Chevron's] claim of fraud largely are allegations and allegations are not factual findings." The appeals court further chastised Chevron's attacks on the Ecuador courts as "disparaging". Some judges dismissed the firm's legal attacks under laws designed to fight "SLAPPs" -- Strategic Lawsuits Against Public Participation, i.e. intimidation suits -- while others ordered Gibson Dunn to pay fees to its adversary and other sanctions. One could write hundred of pages detailing Gibson Dunn's dirty tactics. As Donny mentions, Gibson Dunn's lead lawyer Randy Mastro personally met in Chicago with Chevron's key witness -- disgraced ex-judge Guerra -- to negotiate the exchange of huge sums of money and other benefits in exchange for his "factual" testimony. They also doctored video evidence and possibly engaged in fraud on the Ecuador court by failing to disclose that its technicians were ordered to hide dirty soil samples. Donny RICO clearly has more to share about the unprecedented attack on justice waged by Chevron and Gibson Dunn. Stay tuned for Episode 4 coming soon!

While some objects are close enough to be retrieved, others become dangerous, fast-moving bullets that can cause serious damage. In addition to cleaning up what's already there, MIT Assistant Professor Danielle Wood says that we need to think more sustainably about the technology used in future missions. "We have to ask the question, will we respect the rights of people and the environment as we go forward in space," Wood says. One possible solution is a wax-based fuel source (made of beeswax and candle wax) for satellites that would be less toxic and more affordable than currently used inorganic compounds, and that would help bring the objects closer to Earth for deorbiting and destruction. ---------------------------------------------------------------------------------- DANIELLE WOOD: Professor Danielle Wood serves as an Assistant Professor in the Program in Media Arts & Sciences and holds a joint appointment in the Department of Aeronautics & Astronautics at the Massachusetts Institute of Technology. Within the Media Lab, Prof. Wood leads the Space Enabled Research Group which seeks to advance justice in Earth's complex systems using designs enabled by space. Prof. Wood is a scholar of societal development with a background that includes satellite design, earth science applications, systems engineering, and technology policy. In her research, Prof. Wood applies these skills to design innovative systems that harness space technology to address development challenges around the world. Prior to serving as faculty at MIT, Professor Wood held positions at NASA Headquarters, NASA Goddard Space Flight Center, Aerospace Corporation, Johns Hopkins University, and the United Nations Office of Outer Space Affairs. Prof. Wood studied at the Massachusetts Institute of Technology, where she earned a PhD in engineering systems, SM in aeronautics and astronautics, SM in technology policy, and SB in aerospace engineering. ---------------------------------------------------------------------------------- TRANSCRIPT: DANIELLE WOOD: If you think about the view we have of the Earth from satellites, we're able to observe the oceans, the atmosphere, changes in the land. We have amazing views of the global changes. Traditionally, the goal has been to build satellites to last as long as possible, and to make sure they have all the technology to operate in the dangerous environment of space. Everything in space is going very fast. Astronauts who travel on the Space Station, they're traveling about 17,500 miles per hour. Because everything in space is traveling so fast, even when small objects hit each other, it means that they're likely to have a very dangerous collision. Very small objects have hit parts of the Space Station. And even a very small fleck of paint, or a lens cap that was dropped off a satellite can cause major damage, because everything's moving so quickly. Now the challenge is, in just about 50 or 60 years, we've produced industrial waste in space. Just a few countries have played a key role in both putting up these major satellites, but also testing to see if they can destroy their own satellite in orbit. This created space debris. Sustainability is about whether or not we create and manage waste. One of the ideas we have to consider is what do we do with the satellite when it finishes its life, its mission? The reality is, we have sustainability challenges on Earth and in space today, we need to look at them as a set of common related problems. We have to ask the question, will we respect the rights of people and the environment as we go forward in space? When we launch satellites and rockets to space, we're often carrying really expensive goods and systems, basically robots, that operate in space for maybe a decade or so. And the goal has been, because launch has been so expensive, to try to not launch a new thing until the old one is just replaced. Now, the challenge we have is to say what do you do with the old one? Sometimes the satellites are low enough to the Earth that they can actually be brought back down safely, and they actually enter the atmosphere. They're going so fast, they burn up, and generally that's a safer way to destroy them. But some satellites are operating pretty far away from the Earth. There's an area called the geostationary belt. It's about 36,000 kilometers away from the surface of the Earth. We have a whole ring of old trash satellites that are operating just a little beyond this very useful... -Despite its historic role in American life, the U.S. Supreme Court has served a surprisingly impactful policymaking role in the United States over the past decade. Starting in 2011, when Republicans gained control of the House of Representatives, until this March, Congress enacted hardly any major legislation outside of the tax law President Trump signed in 2017. In the same period, the Supreme Court dismantled much of America's campaign finance law, severely weakened the Voting Rights Act, permitted states to opt-out of the Affordable Care Act's Medicaid expansion, weakened laws protecting against age discrimination and sexual and racial harassment, and held that every state must permit same-sex couples to marry. This powerful, unelected body, now controlled by six Republican presidential appointees, sat at the center of American political life, a trend that will likely continue, with profound impacts on the country's political system and civic life. Ian Millhiser, Vox's Supreme Court correspondent, tells the story of what is likely to come from the Supreme Court in the coming years, particularly around significant divisive issues such as abortion and affirmative action. Equally important, Millhiser also explores the arcane decisions that the Court can use to fundamentally reshape America, transforming it into something he believes is far less democratic by attacking voting rights, dismantling the federal administrative state, ignoring the separation of church and state, and putting corporations above the law. On September 12, WECAN held a virtual launch event for the report, "The Gendered and Racial Impacts of the Fossil Fuel Industry in North America and Complicit Financial Institutions (Fourth Edition).”

From rising cancer rates to escalating violence, the report details the numerous disproportionate health and safety risks and impacts women in all their diversity are experiencing due to fossil fuel extraction, which is also perpetuating Indigenous and human rights violations. The report highlights regional case studies from Black, Brown, Indigenous, and low-income communities in North America, as well as the corresponding financial institutions that are contributing to these egregious harms. The report outlines recommendations for the banks to move toward accountability and a just transition.

During the online event, we heard from frontline women leaders, health experts, and advocates who are demanding accountability from financial institutions to take action for the health of our communities, ecosystems, and the climate. Speakers included:
