When a Silicon Valley entrepreneur developed a tax break intended as a way to incentivize the rich to invest in underserved communities, the idea was pushed into law with little scrutiny or fine-tuning and few safeguards against abuse. With an unbeatable pair of high-profile sponsors and deft political marketing, the Opportunity Zone became an unnoticed part of the 2017 Trump tax bill. In his new book Only the Rich Can Play: How Washington Works in the New Gilded Age, bestselling author David Wessel follows the money—starting from this Opportunity Zone initiative—to see who profited from the plan that was supposed to spur development of blighted areas and help people out of poverty. Northern Ireland’s journey to a cleaner energy future is underway. We have an ecosystem of engineers and scientists who are pushing the boundaries of physics to harness Northern Ireland’s abundance of green energy resources, like wind and solar. As engineers and scientists we can only take this so far. To really make a difference, we need the buy-in from the public and the acceptance of communities who will host green energy infrastructure. We need a conversation to join the dots between green energy schemes and climate change, we need discussion and facts about the benefits of this infrastructure, we need to help individuals make the informed choice to support these projects in their community. Together, we can transform the Northern Ireland power system for future generations. Let’s get this done – our planet can’t wait. Dr. David McGowan is a Senior Lead Engineer within Energy Systems Analysis at SONI. David was responsible for SONI’s Tomorrow’s Energy Scenarios, which sets out a range of credible pathways for the decarbonisation of the NI power system. David is a steering group member for scenario building working group within the European Network of Transmission System Operators for Electricity (ENTSOE). The scenario working group is responsible for developing long term gas and electricity scenarios that are compliant with EU Energy and Climate Targets. Before joining SONI, David worked as a research fellow in power system control, at Queen’s University, Belfast from which he holds a PhD in Engineering. David Keith reviews the science and technology of solar geoengineering, addressing the following Q’s: how effective could it be in reducing climate risks? What new risks does it entail? What is uncertain? And, finally, how could uncertainty be reduced to a substantial research program? He presents a case for integrating solar geoengineering into a 4D climate policy that includes emissions cuts, carbon removal, and adaptation.

David Keith has worked near the interface between climate science, energy technology, and public policy since ’91. He took first prize in Canada’s national physics prize exam, won MIT’s prize for excellence in experimental physics, and was one of TIME Magazine’s Heroes of the Environment. David is Professor of Applied Physics at the Harvard School of Engineering and Applied Sciences and Professor of Public Policy at the Harvard Kennedy School, and founder of Carbon Engineering, a Canadian company developing technology to capture CO 2 from ambient air to make carbon-neutral hydrocarbon fuels. Best known for his work on the science, technology, and public policy of solar geoengineering, David led the development of Harvard’s Solar Geoengineering Research Program, a Harvard-wide interfaculty research initiative. His work has ranged from the climatic impacts of large-scale wind power to an early critique of the prospects for hydrogen fuel. David’s hardware engineering work includes the first interferometer for atoms, a high-accuracy infrared spectrometer for NASA’s ER-2, the development of Carbon Engineering’s air contactor and overall process design, and the development of a stratospheric propelled balloon experiment for solar geoengineering. He teaches science and technology policy, climate science, and solar geoengineering. David is the author of over 200 academic publications with a total citation count of over 13,000. He has written for the public in op-eds and A Case for Climate Engineering.
